IT Research Services Framework (ITRS)
NHS Connecting for Health (NHS CFH) awarded a number of pan-Government framework contracts through open competition to provide IT research services (ITRS) to UK Government departments. The framework contracts are running for four years, from January 2009.
The procurement of the ITRS framework contracts was initiated with the publication of an OJEU notice in July 2008. They will enable the streamlined procurement of IT research services from suppliers which have demonstrated experience of high-level strategic research and benchmarking.
The framework will be available for use by NHS CFH, the NHS, UK Government departments and local authorities throughout the United Kingdom ('contracting authorities').
A range of documents are available including guidance notes, framework agreements and service schedules. In order to gain access to these you will need a log-in and password from the ITS team. Please register for access to the ITRS guidance.

The framework contracts have been divided into three business 'lots' as follows:
- Lot 1 - Research and Analysis Services
- Lot 2 - Consultancy and Benchmarking Services
- Lot 3 - Strategic Research Reports Services
Four suppliers were appointed to each of the three framework lots. These are:

Accessing the ITRS framework contracts
The ITRS framework is available for use only by experienced procurement professional staff who are competent in the practice of procurement and commercial principles.
Each contracting authority will continue to be responsible for developing business cases, providing the funding, seeking the necessary approvals and managing the procurement activity associated with any further competition run under ITRS.
In order to ensure that the ITRS framework contracts are used in appropriate circumstances, registration and governance processes have been developed.
Should a contracting authority require access to the ITRS framework it will need to undertake an initial registration process.
Once registered, the named contact will be provided with a user name and password which can then be used to download the detailed guidance notes on the use of the framework for further competitions with the ITRS suppliers.
These notes contain the relevant information required to undertake a further competition procedure (FCP). This includes access to framework contracts and schedules and supplier contact details. Register for use of the ITRS Framework
A finance director of the procuring authority undertaking a FCP may apply to access the financial models submitted by suppliers so as to be awarded a place on the ITRS framework. Register for use of the ITRS financial models.
