Key principles of implementation
In order for PCTs to support local implementation, a number of guiding principles covering the purpose and practice of implementation have been developed in conjunction with the EPS Joint GP and Pharmacy User Group, PSNC, Local Health Community representatives and the Department of Health.
While these are not rules, they can assist people working at all levels to maintain a structured, progressive and patient-focused approach. Thereafter it is essential that EPS Release 2 is introduced into live service in a manner which:
- is clinically safe - patient safety will not be compromised
- maintains patient choice - patient choice will not be diminished
- maintains the efficiency of the dispensing process
- builds up slowly as the confidence of users increases
- provides a seamless progression from EPS Release 1
- builds on Release 2 initial implementations
- takes account of national legislation specific to EPS Release 2
- maximises the benefits to be gained from EPS Release 2
- takes account of evolving responsibilities resulting from the NHS Local Ownership Programme (NLOP)
- maintains a level playing field for local dispensing contractors.
It is the responsibility of the PCT implementing EPS Release 2 to ensure that these principles are adhered to.
