Procurement of GP Payments Calculation Service (GPPCS)

The Department of Health and NHS Connecting for Health are replacing the Quality Management Analysis System (QMAS) with a new, more flexible, calculating and reporting system that is able to support the Government's proposals for GP Commissioning – the GP Payments Calculation Service (GPPCS).

This will extend the payments supported beyond the Quality Outcomes Framework (QOF), subject to them adhering to certain principles. The proposed scope of GPPCS would cover payments relating to the following:

  • The Quality Outcomes Framework
  • The Commissioning Outcomes Framework
  • Quality indicators recommended by NICE that are not negotiated into the national QOF
  • Enhanced Services that may be commissioned nationally and/or locally

GPPCS Pre-Qualification Questionnaire and Invitation to Participate in Dialogue

The GPPCS OJEU Notice indicated that all potential bidders must complete and submit a Pre-Qualification Questionnaire (PQQ). Twenty one PQQs were received from interested parties by the closing date of November 24th 2010.  These provided information on potential bidders from the perspectives of their legal standing, financial capacity and technical capacity and capability.
 
Following the evaluation of submitted Pre-Qualification Questionnaires, a longlist of bidders was produced on 3rd December 2010. These were: 

  • Accenture UK  (Ltd) 
  • Atos Origin IT Services UK Ltd
  • Capgemini UK plc
  • Dr Foster Ltd
  • Logica UK Ltd *
  • Northgate Information Solutions UK Ltd
  • Tata Consultancy Services Ltd
  • Vangent Inc.

These bidders were invited to participate in the next phase of the procurement process.

* Logica UK Ltd have since withdrawn from the GPPCS procurement.

GPPCS Invitation to Submit Outline Proposal

The remaining seven longlisted bidders were invited to submit an outline proposal. Bidders took part in two rounds of dialogue with the Authority before submitting their proposals on 28 January 2011.
 
Following the evaluation of submitted Outline Proposals, a shortlist of bidders was produced on 11 February 2011.  The shortlisted bidders are: 

  • Accenture UK  (Ltd)
  • Capgemini UK plc
  • Tata Consultancy Services Ltd
  • Vangent Inc.

These four shortlisted bidders have now been invited to submit detailed proposals, and will participate in further dialogue with the Authority ahead of any submission.

GPPCS Invitation to Continue in the Competition

The four bidders were invited to submit a detailed proposal. Bidders took part in further dialogue with the Authority before submitting their proposals on 12 May 2011. Following evaluation, all four bidders were invited to participate in a further round of dialogue and to submit a second detailed proposal on 1 July 2011.
 
Following the evaluation of the submitted second detailed proposal, a down-selection took place. 

The remaining bidders are:

  • Accenture UK  (Ltd) 
  • Vangent Inc.

These two remaining bidders have now been invited to continue in the competition and to prepare final tenders. Dialogue has not yet closed and bidders will participate in a further round of dialogue with the Authority prior to the formal closure of dialogue and invitation to submit final tenders.

CQRS (Calculating Quality Reporting Service), formally known as GPPCS. Preferred Bidder announcement

The remaining two bidders were invited to submit a final tender proposal. Bidders took part in further dialogue with the Authority before submitting their proposals on 19 August 2011.
Following the evaluation of the final tender proposal, a preferred bidder was selected.
The preferred bidder is:

1. Vangent Inc.

The Authority's decision to appoint Vangent Inc. as Preferred Bidder is based on the evaluation of their Final Tender achieving the highest ranking in the final tender evaluation.

CQRS (Calculating Quality Reporting Service) Contract Signature

On 1 December 2011 the Department of Health  signed a contract with Vangent Inc. to supply the Calculating Quality Reporting Service (CQRS).
