- QMAS Bulletin 9 February Correcting Underpayments to GPs (PDF, 41Kb) We discovered a discrepancy between the way the national IT system (QMAS), which calculates payments to GP practices for their achievement under the various indicators within the Quality Outcomes Framework (QOF), has been calculating payments for some of the indicators and the payments to which GP practices are legally entitled. The error has been in place since the introduction of the new contract arrangements in 2004 and has resulted in small underpayment to practices year-on-year. This totals approximately £3,400 for the average GP practice over the seven years QOF has been operating. The Department of Health (DH) is providing Primary Care Trusts (PCTs) with additional funding this year so that they can reimburse the underpayments that have occurred. This sum will be allocated to PCTs whose individual shares will be based on the amounts they will have to pay to their practices. The total amount of money involved is £27.9m which includes interest.
