Project, programme and portfolio management

What is project and programme management?

"Programme Management is a vital component in the delivery of change; whether change to public or customer services, or change within organisations. In the government context, Programme Management is what the best policy makers have always done, though they may not have called it that; thinking through the end-to-end process to translate policy into delivery plans and into desired outcomes." – OGC

Synonyms or elements of PPM include:

  • Portfolio management
  • Business analysis
  • Business planning
  • Benefits management and realisation
  • Risk management
  • Stakeholder engagement

"Projects are always unique; they necessarily involve uncertainty and risk and they will require all your flexibility and ingenuity if they are to succeed. That's what's exciting about managing a project!" – Jisc

What benefits does developing skills in project and programme management give?

A highly motivated, progressive PPM workforce is crucial to the successful delivery of national and local IT programmes.

Anyone who uses or might use project or programme management principles will need to assess their skills and experience against job profiles and Knowledge and Skills Framework (KSF) outlines that have been agreed with an NHS expert reference group.

Practitioners can then establish what experience, qualifications and skills they need to attain and complete in order to stand the best chance possible of moving up the career ladder within the NHS.

What tools are available?

A set of resources and guidance has been developed specifically to support PPM practitioners and managers in the NHS in planning their career progression and professional development. This toolkit has identified many opportunities available to NHS staff working in PPM.

These resources are for all NHS staff in project management, programme management or change and benefits realisation positions, as well as senior managers, to help them to plot the progression and succession of their teams.
