Independent Evaluation of the SCR Programme
A full independent evaluation of the Early Adopter SCR implementation was conducted by University College London between June 2007 and February 2010. Interim findings from the early adopters were published May 2008 and the final report of the review was published in May 2010.
The purpose of the evaluation was to identify the key issues and challenges learned from the Early Adopter experiences and to make any necessary changes to the plans for the national adoption of the SCR. The report provided a number of important lessons, particularly on the question of patient consent, after the interim report that was published in May 2008.
As a result of the report recommendations, the consent model for accessing SCRs was updated to the current position where the patient is asked every time an NHS healthcare staff member wants to access a record.
